California Safe Homes Grant (AB 888): How Ventura County Homeowners Can Get Help Paying for Wildfire Hardening

California is now paying homeowners to fireproof their homes — and if you live in Ventura or Santa Barbara County, there’s a good chance you qualify.

A new state grant program called the California Safe Homes Program (established by AB 888) took effect January 1, 2026. It’s designed to help low- and middle-income homeowners cover the cost of wildfire mitigation work — specifically the two upgrades that research shows matter most: Zone Zero defensible space and fire-safe roofing.

What Is the California Safe Homes Grant?

The Safe Homes grant program is administered by the California Department of Insurance (CDI) and funded through the Sustainable Insurance Account, with additional federal funding being pursued through FEMA and congressional channels.

The program was created in direct response to California’s insurance crisis. As major carriers have pulled out of high-risk ZIP codes, the state is betting that funding upfront mitigation will stabilize the market — and keep homes insurable.

What Does the Grant Cover?

The program funds two categories of work:

1. Zone Zero Hardening (5-Foot Ember-Resistant Zone)

This is the most important — and most overlooked — layer of wildfire protection. Zone Zero refers to the first five feet directly surrounding your home: the area where embers land and smolder before igniting your structure.

Who Qualifies?

To be eligible for the Safe Homes grant, you generally need to meet all three of the following:

1. Location in a High Fire Hazard Area

Your property must be in a ZIP code that overlaps with a High or Very High Fire Hazard Severity Zone as designated by CAL FIRE. Most of Ventura County and large parts of Santa Barbara County qualify — including Thousand Oaks, Newbury Park, Moorpark, Simi Valley, Camarillo, Ojai, and areas around Ventura and Santa Barbara.

2. Low-to-Moderate Income

Household income must fall within the low-income limits set by the California Department of Housing and Community Development (HCD) for your county. Exact thresholds have not yet been published by CDI. Based on how HCD typically defines “low income,” a family of four in Ventura County earning up to approximately $90,000–$110,000 may qualify (pending official confirmation).

3. Active Insurance Policy

You must have an active homeowner’s policy with either a California-admitted insurance carrier, or the California FAIR Plan (the state’s insurer of last resort for high-risk homes).

How to Apply (When the Portal Opens)

The CDI is building an online application portal expected to launch in Spring 2026. Here’s what we know about the process:

  1. Apply directly at insurance.ca.gov when the portal opens
  2. Provide proof of income, property address, and insurance documentation
  3. Identify the mitigation work you need completed
  4. If approved, work with a licensed contractor to complete the upgrades
  5. Submit documentation for grant disbursement

Is Ventura County eligible for the Safe Homes grant?

Yes — Ventura County contains numerous ZIP codes designated as High and Very High Fire Hazard Severity Zones by CAL FIRE, which is one of the eligibility requirements. Specific ZIP codes will be confirmed when CDI releases the final eligibility criteria.

How much money can I get?

Yes. The grant program explicitly includes California FAIR Plan policyholders as eligible applicants.
